The dispensing list contains medicines that, according to the main rules, should be assessed by NOMA before dispensing but can still be notified by pharmacies or the Norwegian Institute of Public Health. The list was formerly called the "positive list".
Applications that are dispensed by the Norwegian Institute of Public Health or pharmacies are sent collectively once a year (first half of January) to the Norwegian Medical Products Agency, PO Box 240 Skøyen, 0213 Oslo.

The list includes a selection of medicines based on the history of applications for compassionate use, named patient.
